DR Yvette Kiska

Dr Yvette Kisaka is a medical doctor, public health professional, and health systems leader with over a decade of experience spanning clinical care, public health policy, non-communicable disease programming, and health systems strengthening. She holds a Bachelor of Medicine and Bachelor of Surgery (MBChB) and an MBA in Healthcare Management, with advanced postgraduate training in Applied Epidemiology (FELTP).

She currently serves as the Technical Lead for Cardiovascular Diseases and Sickle Cell Disease at Kenya’s Ministry of Health, where she provides strategic and technical leadership in the development and implementation of national policies, programmes, and interventions across both disease areas. Her work in cardiovascular health spans prevention, early detection and clinical management, strengthening care systems, and advancing equitable access to quality cardiovascular services across the continuum of care.

She also serves as Kenya’s National Focal Person for PEN-Plus, leading the implementation and scale-up of the initiative to decentralise integrated care for severe NCDs affecting children and young people, including rheumatic and congenital heart disease. She chairs the Care and Treatment Sub-Committee of Kenya’s Cardiometabolic and Renal Health Technical Working Group and has led and contributed to the development of national policies, clinical guidelines, and strategic initiatives for cardiovascular diseases and other NCDs.

Her work extends to integrating NCD services into primary healthcare, strengthening referral pathways, building health workforce capacity, engaging stakeholders, and coordinating multisectoral partnerships to advance national NCD priorities.

She is passionate about translating policy into practice and building responsive, people-centred health systems that advance equitable access to quality care and improve health outcomes.
